Up To $100,000 Rewards for Information Regarding Murder, Missing or Fugitive Cases

The California Governor's Rewards are to encourage public cooperation essential to apprehend those who have committed serious offenses. They are for new information, voluntarily given, leading to the arrest and conviction of the person or persons who committed, or is charged with commission, of an offense punishable by death. Since 1967, 273 rewards have been offered and 20 paid.

1. Thomas Howard Devine - $50,000 Reward.

On the evening of May 9, 1994, Thomas Howard Devine, age 58, was shot to death in the office of his City of Chula Vista diving business, where he was working after regular business hours. The body of Mr. Devine, a former police officer and Navy frogman, was found the next morning.

2. Katherine Velthoen - $50,000 Reward.

On June 25, 1999, at approximately 1 a.m., 22-year-old Katherine Velthoen was murdered while driving southbound on State Highway 99 at Taylor Road. Katherine was killed instantly by a single shot fired through her window by a passenger in a vehicle travelling in an adjoining lane.

3. Michele Kirkhoven - $50,000 Reward.

Sometime between 3 and 7 a.m. on January 3, 1991, unknown person(s) entered the Oroville apartment of 22-year-old Michele Kirkhoven and strangled her to death. Prior to the murder, Ms. Kirkhoven, a single mother of a 3-year-old child, left her place of work at 2 a.m. and ate at a local diner before returning to her home around 3 or 4 a.m.

4. Sophia Ulloa - $50,000 Reward.

In the early morning hours of December 24, 2000, the family of Sophia Ulloa was awakened by loud cries for help. When they stepped outside to investigate, they found Ms. Ulloa, next to her car, bleeding from multiple stab wounds that ultimately resulted in her death. Ms. Ulloa was a single mother who left behind a 4-year-old daughter on Christmas Eve. Her last day was spent working overtime to make money for Christmas presents and looking for that special gift for her daughter.

5. Bernard Lopez, Jr. - $50,000 Reward.

On June 30, 1997, at approximately 1:45 a.m., 18-year-old Bernard Lopez, Jr. and two friends were standing in the front yard of his parents' City of Stanton residence when two men, who appeared to have been lying in wait, came across the street and one opened fire with a handgun. As Mr. Lopez and his friends fled down a side yard, Mr. Lopez was shot in the back. Seriously injured, Mr. Lopez ran into the house where he collapsed in his mother's arms. He died a short time later. Witnesses described one of the suspects as a 17- to 21- year-old Hispanic male who was approximately 5'8" tall with a heavy build, shaved head and large "jug" type ears. The other suspect was described as a 16- to 20-year-old Hispanic male who was approximately 5'9" to 5'10" tall and 150 pounds with combed-back medium-length black hair. Witnesses stated that both suspects were wearing dark clothing.

6. Samual Salinas and Jason Bowen - $50,000 Reward.

On July 29, 1999, Jason Bowen and Samual Salinas were found brutally murdered in the City of Hayward. Both teenagers were killed by point blank gunfire and left at the side of the road in a remote area of Hayward Hills. There is evidence to believe this crime was not a random act of robbery or sudden rage. The boys had no ties to the Hayward community and both resided and attended school in Tracy, approximately fifty miles east of Hayward. It is believed that they traveled to Hayward in a white Toyota Celica, which was found abandoned a few miles from where the bodies were discovered.

7. Rachel Lombera - $50,000 Reward.

On September 18, 1989, 30-year-old Rachel Lombera was found in her apartment, beaten to death. Ms. Lombera was last seen alive leaving a local bar with a Hispanic male. The male had also taken her vehicle, abandoning it sometime later.

8. Alex Rives - $50,000 Reward.

On December 13, 2001, 22-year-old Alex Rives was shot in the face and killed while walking through a residential neighborhood in the City of Vallejo. Witnesses reported seeing a small, black, Honda-type vehicle with dark windows fleeing the scene. Included among the survivors of Mr. Rives are his mother and stepfather, a police officer for 14 years, and his grandfather, the mayor of San Pablo, California.

9. Heather Lee Ann Hibbs - $50,000 Reward.

On February 10, 2002, the body of 21-year-old Heather Lee Ann Hibbs, which was nude from the waist down, was found in an irrigation canal in the rural unincorporated area of Solano County. The cause of death was determined to be blunt force trauma to the head with an unknown instrument. Ms. Hibbs was last seen in San Francisco on January 11, 2002. She was single and leaves behind her mother and two younger sisters.

10. Tigan Bonton and James Brown - $50,000 Reward.

On May 17, 1993 at about 6:30 p.m. Tigan Bonton and James Brown were rolling dice behind the King Kennedy Center at Mellis Park with several other males. Bonton and Brown were the only participants not from Modesto. Brown began winning much of the money. Brown and Bonton began verbally disrespecting the other participants. Brown was shot three times at close range. Bonton was shot once while trying to help Brown into their car. Three suspects used three different handguns. A fourth suspect pulled Brown and Bonton from the car and fled. Brown and Bonton died in the parking lot.

11. Allan Olvera - $50,000 Reward.

On October 11, 2001, 51-year-old Allan Olvera was bludgeoned to death. Police found his body seated in a recliner chair in the living room of his home. Several items were missing from his home, suggesting that the motive for the crime involved burglary. Mr. Olvera was an honored member of the California Miwok tribe and an activist and leader in the Native American Community.

12. Donald Clarance Norwood - $50,000 Reward.

Donald Clarence Norwood was a quality-control supervisor at the Silgan Containers Corporation, where he had worked for over 26 years. On August 26, 1995, he was found dead in his home on Sierra Street, in Riverbank. He suffered multiple stab wounds to the body. There was no evidence of forced entry and nothing had been taken from his home.

13. Richard Lopez - $50,000 Reward.

On August 24, 2000, 17-year-old Richard Lopez was shot in the head and chest while riding his bicycle through a residential neighborhood in Ontario. Mr. Lopez's family heard the gunshots and a family member found him dead.

14. Deanna Johnson - $50,000 Reward.

On November 15, 1982, 14-year-old Deanna Johnson was brutally murdered found lying near railroad tracks in Vacaville. Her face was bloodied and her skull was fractured from blunt trauma. She was last seen alive by friend at a party the night before.

15. Cheri Lynn Huss - $50,000 Reward.

On April 24, 1994, 39-year-old Cheri Lynn Huss was found dead. She had been stabbed multiple times while alone in her apartment.

16. George "Smitty" Smith and Eva Thompson - $50,000 Reward.

67-year-old George "Smitty" Smith and his 80-year-old mother-in-law Eva Thompson were found dead on November 11, 1991, in the home they shared in an unincorporated area of Monterey County. Both of their throats had been slashed.

17. Sarwan Bisla and Ralph Garcia - $50,000 Reward.

On January 13, 1998, 30-year-old Ralph Garcia and 53-year-old Sarwan Bisla were shot to death inside a 7-11 store on West Avenue in Fresno. Mr. Garcia was the store clerk, and Mr. Bisla was stocking shelves for his son, the owner of the store. Both men were unarmed, and the reason for their murders is unknown.

18. Tong Lo - $25,000 Per Perpetrator Reward.

On August 1, 2003, Tong Lo and four of his children drove to the family's grocery-store business in Stockton. When they arrived, two masked individuals pulled up behind them and Tong was approached as he was exiting his car. Despite trying to escape, Tong was shot, and the money bag he was carrying was taken from him while he lay wounded on the ground. Tong then was shot again. He died at the scene, in front of his family.

19. Evelyna Tara LeBlanc - $50,000 Reward.

On November 5, 1994, 15-year-old Evelyna LeBlanc was sexually assaulted, shot in the head, and left to die behind an elementary school in San Leandro. Responding officers transported her to a nearby hospital where she died the next day.

20. Richard DeVecchi - $50,000 Reward.

Richard DeVecchi, 37, was struck by a car about 7:15 a.m. on December 17, 1998, in front of Berkeley Warehouse, Inc., a trucking and warehouse company located at 1920 Second St., about a block north of University Avenue. He was struck by an early 1980s Cadillac with a dark vinly roof. The car then sped west on Hearst Avenue and then north to Interstate Highway 80. The license plate contained the letters "CUS". Mr. DeVecchi was kept alive on a ventilator for several days but was declared brain dead on Dec. 21, 1998. The next day his organs and tissues were donated. He is survived by a wife and two stepchildren and was buried on Christmas Eve.

21. Joe Camara - $50,000 Reward.

Joe Camara was shot to death early on the morning of February 14, 1996, when he arrived for work at a farm in rural Fresno County.

22. William Goble - $50,000 Reward.

On July 15, 1996, 71-year-old William Goble was murdered in his home by four assailants during a home invasion robbery.

23. Juan Martinez - $50,000 Reward.

On March 8, 1999, 20-year-old Juan Martinez was shot to death during a drive-by shooting in Hayward.

24. Louis Macias - $50,000 Reward.

On May 29, 1997, 72-year-old Louis Macias was killed in her Merced apartment.

25. Karla Zimmerman - $25,000 Reward.

Karla Zimmerman, a social worker, was killed during an attempted carjacking in Richmond on April 22, 1997. Police are seeking to interview a man who was a victim of an attempted carjacking April 22, 1997 at the same intersection on Marina Bay Parkway just 11 minutes before the 11:06 p.m. attack on Ms. Zimmerman.

26. Joshua Rexford - $40,000 Reward.

17-year-old Joshua Rexford was shot and killed at a Rancho Cucamonga apartment complex on November 27, 1994, by three assailants, two of whom remain unidentified.

27. Vanessa Dawn Smith - $40,000 Reward.

On the evening of May 31, 1997, 15-year-old Vanessa Dawn Smith left her Winton home to take a walk and never returned home.

28. Ethan Esparza - $50,000 Reward.

On November 19, 2006, the evening before his fourth birthday, 3-year-old Ethan Esparza was playing outside his house when he was struck by gunfire. The suspect exited a vehicle and fired shots at the house, striking 3-year-old Ethen. Ethan died later at the hospital.

29. James Guajardo and Sisavath "Si" Souksangouane - $50,000 Reward.

On May 7, 2006, 23-year-old James Guajardo and 28-year-old Sisavath "Si" Souksangouane were killed when gunshots where fired during an altercation at the La Vie Restaurant and Bar in Stanton.

30. Elbert Lee - $50,000 Reward.

On March 16, 2006, 20-year-old Elbert Lee and 21-year-old Fang Vang were shot to death during a gang-related attack in Fresno. Law enforcement believes this to be a case of mistaken identity.

31. Jordan LeGrand - $25,000 Per Perpetrator Reward.

On January 6, 2003, Jordan LeGrand was found dead in his Thousand Oaks home. Before he died he told a witness that two Hispanic males attacked him.

32. Ahmad McGee - $25,000 Per Perpetrator Reward.

On February 22, 1998, Ahmad McGee was found murdered in the driver's seat of his father's car in a residential neighborhood in Hayward. Residents living near the scene reported hearing a loud, crashing noise around 1:30 a.m. and also hearing at least two suspects running from the area.

33. Joseph Morales - $50,000 Reward.

On October 14, 2003, an unknown assailant shot 10-year-old Joseph Morales to death as he opened the front door of his apartment in Capitola.

34. Eric Jones - $50,000 Reward.

On December 28, 2008, 50-year-old Eric Jones was murdered by at least three masked men during a home invasion robbery in Paradise.

35. Harve & Keiko Ringheim - $50,000 Reward.

On January 24, 1986, 41-year-old Harve Ringheim and his 29-year-old wife Keiko Ringheim were found murdered inside their Dublin home. Keiko had been bound by duct tape, strangled, and put face-down in a bucket of water and Harve had been stabbed repeatedly.

36. Renee Rontal and Nancy Rubia - $50,000 Reward.

Wanted murder suspect: Alfredo Reyes-Reyes.

Two young girls, Renee Rontal and Nancy Rubia, both age 13, were found dead in an irrigation ditch west of Stockton on January 25, 1982. Renee's throat had been cut, Nancy had been drowned as a result of having her face forced into the muddy water of the ditch. Both girls had been sexually assaulted. Renee and Nancy were last seen alive with two men: Antonio Espinoza and Alfredo Reyes-Reyes. Antonio Espinoza was subsequently arrested and convicted in connection with these murders. Alfredo Reyes-Reyes remains at large. A reward is offered to encourage any individual with information about these murders, Alfredo Reyes-Reyes, and/or Alfredo Reyes-Reyes's whereabouts to contact law enforcement.

37. Michael Hull - $50,000 Reward.

On October 26 or 27, 1992, 46-year-old Michael Hull is believed to have been forced from a Fresno hotel and intentionally set afire. His dead body was found about 20 miles from the hotel inside a burning car.

38. Ronald Harnish - $50,000 Reward.

On December 17, 2006, 22-year-old United States Navy Seaman Ronald Harnish was shot to death by two unknown assailants at the 1100 block of 30th Street in San Diego.

39. Douglas Castello - $25,000 Reward.

On January 21, 2008, 36-year-old Douglas Castello was beaten to death in the safe room at T.G.I. Friday's in San Mateo.

40. Emanuel Michel - $50,000 Reward.

On October 18, 2008, 18-year-old Emanuel Michel was attending a party at a friend's house in Sacramento when shots were fired into the home by an unknown assailant. Emanuel was struck in the head and died as a result.

41. Elizabeth "Lynne" Waterson / Fugitive Killer Jeffrey Charles Marshall - $10,000 Reward.

On or about April 3, 2007, 33-year-old Elizabeth "Lynne" Waterson was murdered in Fresno. The Fresno Police Department has identified her killer as Jeffrey Charles Marshall, who is at large.

42. Angelo Ravella - $50,000 Reward.

On March 28, 2003, 22-year-old Angelo Ravella was shot and killed during a drive-by shooting in San Lorenzo.

43. James Booth - $50,000 Reward.

On the evening of January 26, 2005, 65-year-old James Booth was shot to death on the porch of his Hayward home.

44. J. Davis - $25,000 Reward.

At approximately 4:00 a.m. on June 16, 2006, a pipe bomb was thrown through the bedroom window of Deputy Sheriff J. Davis's Oak Park home. Deputy Davis was sleeping at the time of the incident and suffered serious injuries.

45. Riverside County Firefighters - $100,000 Reward.

On October, 26, 2006, several firefighters were killed while fighting a 10,000 to 12,000 acre fire in Riverside County. State and local officials have determined the cause of the fire is arson.
