The California Governor’s Rewards are to encourage public cooperation essential to apprehend those who have committed serious offenses. They are for new information, voluntarily given, leading to the arrest and conviction of the person or persons who committed, or is charged with commission, of an offense punishable by death. Since 1967, 273 rewards have been offered and 20 paid. On February 4, 1979, 23-year-old Michael Olson, 17-year-old William Baumgartner and 18-year-old Tracy Anderson were shot execution-style during a robbery at a Payless Super Drug Store in San Mateo.

KRISTIN APPICE – $50,000 REWARD

On April 8, 2003, 20-year-old Kristin Appice and 24-year-old Alonzo Jackson were shot to death while walking down a street in Hayward.

November 18, 1982, 21-year-old Carol Bella and her three-year-old son Bobby Bella were found murdered inside their Corcoran home. They had been stabbed over a dozen times each. Marcos Vallejo is named as a person of interest by Police.

JOHNNY BENNETT, JR. – $50,000 REWARD

On August 20, 2000, 19-year-old Johnny Bennett Jr. was walking home in South Hayward when a car with three to four gang members pulled up, got out of their car, and shot him more than 20 times, killing him. Law enforcement believes this was a case of mistaken identity — Johnny, who was not a gang member, resembled a high-profile gang member in the same neighborhood.

ENRIQUE BERMUDEZ – $25,000 REWARD

On May 13, 2006, 72-year-old Enrique Bermudez was beaten to death in a Colton restaurant. The killers have been identified by law enforcement as Omar and Jonathan Ramirez; their whereabouts however, are unknown.

SARWAN BISLA AND RALPH GARCIA – $50,000 REWARD

On January 13, 1998, 30-year-old Ralph Garcia and 53-year-old Sarwan Bisla were shot to death inside a 7-11 store on West Avenue in Fresno. Mr. Garcia was the store clerk, and Mr. Bisla was stocking shelves for his son, the owner of the store. Both men were unarmed, and the reason for their murders is unknown.

TIGAN BONTON AND JAMES BROWN – $50,000 REWARD

On May 17, 1993 at about 6:30 p.m., Tigan Bonton and James Brown were rolling dice behind the King Kennedy Center at Mellis Park with several other males. Bonton and Brown were the only participants not from Modesto. Brown began winning much of the money. Brown and Bonton began verbally disrespecting the other participants. Brown was shot three times at close range. Bonton was shot once while trying to help Brown into their car. Three suspects used three different handguns. A fourth suspect pulled Brown and Bonton from the car and fled. Brown and Bonton died in the parking lot.

On the evening of January 26, 2005, 65-year-old James Booth was shot to death on the porch of his Hayward home.

Joe Camara was shot to death early on the morning of February 14, 1996, when he arrived for work at a farm in rural Fresno County.

On January 21, 2008, 36-year-old Douglas Castello was beaten to death in the safe room at T.G.I. Friday’s in San Mateo.

On December 12, 2000, 24-year-old Carlos Centino (a hard-working, loving husband, father and son) was reported missing and his whereabouts remained unknown until January 2, 2001, when his body was found in a rural area in Riverside County, CA.

LENA AND WILLIAM CHAPMAN – $50,000 REWARD


On October 1, 2006, 91-year-old William Chapman and his 81-year-old wife, Lena Chapman, were murdered in their Merced home. The suspect or suspects set their home on fire before fleeing the scene.

CHASTITY COGO – $50,000 REWARD

20-year-old Chastity Cogo was last seen alive on January 20, 2002. She was considered missing until April 20, 2002, when her dead body was found in a duffel bag wrapped with duct tape in an unincorporated area of San Joaquin County.

CHARLOTTE COLE – $50,000 REWARD

In broad daylight on September 1, 2001, Charlotte Cole, a mother of two children, was stabbed to death in a parking lot behind a Coco’s Restaurant in Arcadia.

J. DAVIS – $25,000 REWARD

At approximately 4:00 a.m. on June 16, 2006, a pipe bomb was thrown through the bedroom window of Deputy Sheriff J. Davis’s Oak Park home. Deputy Davis was sleeping at the time of the incident and suffered serious injuries.

LOUISE DE BARROWS – $50,000 REWARD

On December 10, 2004, the dead body of 48-year-old Louise DeBarrows was found partially undressed and halfway submerged in a Stockton slough. She was attacked while walking her dog at a local park, dragged 50 yards, beaten, and stabbed numerous times.

RICHARD DEVECCHI – $50,000 REWARD

Richard DeVecchi, 37, was struck by a car about 7:15 a.m. on December 17, 1998, in front of Berkeley Warehouse, Inc., a trucking and warehouse company located at 1920 Second St., about a block north of University Avenue. He was struck by an early 1980s Cadillac with a dark vinyl roof. The car then sped west on Hearst Avenue and then north to Interstate Highway 80. The license plate contained the letters “CUS”. Mr. DeVecchi was kept alive on a ventilator for several days, but was declared brain dead on Dec. 21, 1998. The next day his organs and tissues were donated. He is survived by a wife and two stepchildren and was buried on Christmas Eve.

THOMAS HOWARD DEVINE – $50,000 REWARD

On the evening of May 9, 1994, Thomas Howard Devine, age 58, was shot to death in the office of his City of Chula Vista diving business, where he was working after regular business hours. The body of Mr. Devine, a former police officer and Navy Frogman, was found the next morning.

CHRISTINE MARIE EASTON – $50,000 REWARD

On January 18, 1971, Christine Marie Easton disappeared and has not been seen since. The car she was driving was found partially washed and under suspicious circumstances in a Hayward do-it-yourself car wash. This case has been investigated as a kidnapping and murder.

December 21, 2007, Vernon Eddins (age 14) was shot and killed in front of Barnard-White Middle School in Union City during a gang-related attack.

On August 31, 2005, 80-year-old Betty Elinberg was found unconscious in her home in Stanislaus County. She was assaulted while she slept and suffered severe head injuries. On May 7, 2006, she died from her injuries.

ETHAN ESPARZA – $50,000 REWARD

On November 19, 2006, the evening before his fourth birthday, 3-year-old Ethan Esparza was playing outside his house when he was struck by gunfire. The suspect exited a vehicle and fired shots at the house, striking 3-year-old Ethan. Ethan died later at the hospital.

On February 3, 2004, 19-year-old Mark Espinal was shot to death outside his home in unincorporated San Leandro.

CARMEN ESTRADA AND HER UNBORN CHILD – $50,000 REWARD

On March 15, 1997, 22-year-old Carmen Estrada and her unborn baby were killed at the Vallarta Bar in San Diego, by her boyfriend and the father of her unborn baby, Luis Eduardo Galindo.

LACY MARIE FERGUSON – $25,000 (Per Suspect)


On August 24, 2003, Lacy Marie Ferfuson was an innocent bystander killed during a drive-by shooting in front of a Quick Stop Market in Modesto. Witnesses at the scene described the suspects as two Hispanic males, ages 28 to 32, both bald, and both wearing dark clothing. Witnesses also identified the car they were in as a black, 2-door sedan with silver trim and clear tail lights.

JOSHUA FISH – $50,000 REWARD

On May 1, 1997, Joshua Fish was shot and killed on a Sacramento street corner. Investigators believe there are eye witnesses to this murder who may know the killer’s identity.

GREGO FLORES, SR. – $50,000 REWARD

On June 23, 2002, 82-year-old Grego Flores Sr. was found brutally murdered in his apartment in the City of Lindsay. According to investigators, the victim, whose body was discovered by family members, was beaten to death.

GARY FLYNN – $50,000 REWARD

On April 25, 2001, 61-year-old Gary Flynn was robbed and murdered at his sporting goods store, The Sportman’s Den, in Oakhurst.

IVAN “BUD” FOGLESONG – $100,000 REWARD


On July 21, 2007, the Foglesong family was in the living room when Bud walked into the house badly burned, with skin falling off his arms and his hair red. His son, Kurt, drove him the 10 miles to the Willows Hospital. Bud told Kurt that he had gone into the nearby cabin on the family compound to use the bathroom. When he opened the front door of the cabin, it blew up, knocking him back off of his feet. Bud was air lifted from Willows to the Davis Medical Center in Sacramento (90 miles south.) He died early the next day.

Bud was born on August 4, 1947 and died at age 59. He was a MD-11, Senior Captain with World Airways and Lieutenant Colonel, USAF (ret.). During his 24-year career, he obtained a Master’s Degree in National Security Affairs from the Naval Post Graduate School in Monterey, CA, while becoming fluent in Arabic and French at the Defense Language Institute. He served as an Air Commander at the U.S. Embassy in Canberra, Australia.

Bud lived with Jan, his wife of 34 years, their kids and two other families (Holzapfel), related through Jan, on the rural Holzapfel family compound. They had been taking part in acrimonious financial negotiations, involving the ranch and many millions of dollars. It is not an understatement to say that the Holzapfels hate the Foglesongs. The compound is an isolated ranch, located one mile down a single lane dirt road, surrounded by pastures and rice fields.

The last ten days of Bud’s life were very happy. He was looking forward to retirement in two weeks. He was enjoying a visit with his youngest son, 1st Lieutenant Jed Foglesong, USMC, his first grandchild, and Jed’s wife, who were visiting from the East.

It was Bud’s habit to drive to the southern part of the Holzapfel compound when he was home from his international assignments. In this area is a large shop, a train caboose, a small storage building, a wood shop, gasoline and diesel tanks, hay barn and a duck hunter’s cabin. Bud often went into the cabin to use the bathroom.

The timing of this incident was suspicious. Eight months previously, he had been assaulted by Roy Holzapfel. Days before his death, Bud had learned that the State of California Deputy Attorney General, Clifford Zall, was going to file charges on Roy Holzapfel for misdemeanor battery the next week.

May 31, 2008, Gregory Ghan (age 53) was found severly beaten at a park in Isla Vista. He was transported to the local hospital and died from his injuries on June 10, 2008.

On January 8, 2002, Cecilia Garcia was found dead in her Livermore home by family members.

On September 13, 2005, 54-year-old Marco Garcia was robbed and murdered by two to three suspects at his jewelry store, Ybarra Jewelers, in Stockton. The suspects beat and stabbed him to death.

Twenty-two year old Fairfield City Councilman Matt Garcia was shot in the back of the head on September 1, 2008, while getting out of his car in Cordelia, CA.

December 11, 2005, Chairo Garibay (age 20) was kidnapped from her Olivehurst home. She was considered missing until January 16, 2006, when her body was found alongside a drainage canal in Yuba County.

May 31, 2008, Gregory Ghan (age 53) was found severly beaten at a park in Isla Vista. He was transported to the hospital and died from his injuries on June 10, 2008.

December 29, 2007, 37-year old Roger Harris was attending a party at a friend’s house in Fresno when two males approached him and asked him his name. When he answered, one of the males shot him several times. He died as a result of the gunshot wounds.

On October 17, 2006, 55-year-old Jon Hayward, 53-year-old Vickie Freidli and 18-year-old Rebecca Freidli were murdered and their home was intentionally set on fire in Riverside County.

On January 30, 2003, Tong Her, father of five, was gunned down in front of his Fresno home as he was getting out of his car after work. Law enforcement believes the person(s) responsible was lying in wait for him.

December 31, 2006, Toua Her (age 33) was in his vehicle at an intersection in Fresno, when the occupants of a black two-door vehicle pulled alongside his vehicle and fired gunshots, causing Toua to suffer a fatal gunshot wound to his head.

MARIA DEL CARMEN HERNANDEZ AND MARIA ESPERANZA HERNANDEZ – $50,000 REWARD

On February 1, 2004, 19-year old Maria Del Carmen Hernandez and her 38-year old mother Maria Esperanza Hernandez were attacked and bludgeoned to death with a large tree branch while walking in a residential neighborhood in Fremont.

July 30, 2007, Saul Herrera (age 24) was shot to death in the front yard of his home in Fresno.

HEATHER LEE ANN HIBBS – $50,000 REWARD

On February 10, 2002, the body of 21-year-old Heather Lee Ann Hibbs, which was nude from the waist down, was found in an irrigation canal in the rural unincorporated area of Solano County. The cause of death was determined to be blunt force trauma to the head with an unknown instrument. Ms. Hibbs was last seen in San Francisco on January 11, 2002. She was single and leaves behind her mother and two younger sisters.

VAHID HOSSEINI – $50,000 REWARD

On May 23, 2008, 47-year-old Vahid Hosseini was robbed as he was leaving the Bank of the West in San Jose. He succumbed to his injuries on June 3, 2008.

MICHAEL HULL – $50,000 REWARD

On October 26 or 27, 1992, 46-year-old Michael Hull is believed to have been forced from a Fresno hotel and intentionally set afire. His dead body was found about 20 miles from the hotel inside a burning car.

ANGELO HURST – $25,000 REWARD

On June 20, 2007, 19-year-old Angelo Hurst was shot to death during a drive-by shooting in Vacaville. The killer has been identified by law enforcement as Joseph Stanley Duran, III, his whereabouts, however, are unknown.

CHERI LYNN HUSS – $50,000 REWARD

On April 24, 1994, 39-year-old Cheri Lynn Huss was found dead. She had been stabbed multiple times while alone in her apartment.

On November 15, 1982, 14-year-old Deanna Lynn Johnson was brutally murdered found lying near railroad tracks in Vacaville. Her face was bloodied and her skull was fractured from blunt trauma. She was last seen alive by friend at a party the night before.

February 16, 1969, Wilma Louis “Mindy” Johnson’s (age 19) dead body was found burning in a field in San Benito County.

On December 28, 2008, 50-year-old Eric Jones was murdered by at least three masked men during a home invasion robbery in Paradise.

On June 28, 2007, 37-year-old Gary Jones was shot to death while purchasing gas in unincorporated Hayward.

MICHELE KIRKHOVEN – $50,000 REWARD

Sometime between 3 and 7 a.m. on January 3, 1991, unknown person(s) entered the Oroville apartment of 22-year-old Michele Kirkhoven and strangled her to death. Prior to the murder, Ms. Kirkhoven, a single mother of a 3-year-old child, left her place of work at 2 a.m. and ate at a local diner before returning to her home around 3 or 4 a.m.

On June 27, 2004, Marissa Flores-Krog was shot and killed by a passenger in a car that pulled up alongside her and her brother on a highway 99 onramp in downtown Sacramento.

On January 4, 2006, 24-year-old Andre Laurent was shot to death in front of a gas station in Pomona. The suspects were seen fleeing the scene in their vehicle.

EVELYNA TARA LE BLANC – $50,000 REWARD

On November 5, 1994, 15-year-old Evelyna LeBlanc was sexually assaulted, shot in the head, and left to die behind an elementary school in San Leandro. Responding officers transported her to a nearby hospital where she died the next day.

On January 3, 2004, 19-year-old Jonathan Leddy was shot to death when he answered the front door of his home in Vallejo.

On March 16, 2006, 20-year-old Elbert Lee and 21-year-old Fang Vang were shot to death during a gang-related attack in Fresno. Law enforcement believes this to be a case of mistaken identity.

JORDAN LE GRANDE – $25,000 REWARD PER SUSPECT

On January 6, 2003, Jordan LeGrand was found dead in his Thousand Oaks home. Before he died, he told a witness that two Hispanic males attacked him.

TONG LO – $25,000 REWARD (PER PERPETRATOR)

On August 1, 2003, Tong Lo and his four children drove to the family’s grocery store in Stockton. Upon their arrival at the store, two masked individuals approached Lo, shot him, took the money bag he was carrying and shot him again. Lo died at the scene with his four children looking on.

RACHEL LOMBERA – $50,000 REWARD

On September 18, 1989, 30-year-old Rachel Lombera was found in her apartment, beaten to death. Ms. Lombera was last seen alive leaving a local bar with a Hispanic male. The male had also taken her vehicle, abandoning it sometime later.

BERNARD LOPEZ, JR. – $50,000 REWARD

On June 30, 1997, at approximately 1:45 a.m., 18-year-old Bernard Lopez, Jr. and two friends were standing in the front yard of his parents’ City of Stanton residence when two men, who appeared to have been lying in wait, came across the street and one opened fire with a handgun. As Mr. Lopez and his friends fled down a side yard, Mr. Lopez was shot in the back. Seriously injured, Mr. Lopez ran into the house where he collapsed in his mother’s arms. He died a short time later. Witnesses described one of the suspects as a 17- to 21- year-old Hispanic male who was approximately 5’8″ tall with a heavy build, shaved head and large “jug” type ears. The other suspect was described as a 16- to 20-year-old Hispanic male who was approximately 5’9″ to 5’10″ tall and 150 pounds with combed-back medium-length black hair. Witnesses stated that both suspects were wearing dark clothing.

RICHARD LOPEZ – $50,000 REWARD

On August 24, 2000, 17-year-old Richard Lopez was shot in the head and chest while riding his bicycle through a residential neighborhood in Ontario. Mr. Lopez’s family heard the gunshots and a family member found him dead.

On August 18, 1980, Robert “Bobby” Lee Lopez was stabbed to death near a housing-complex playground in Santa Maria.

On December 19, 2001, 20-year old Henry Lozano was killed by gunshots to the head and chest while driving his car in the city of Desert Hot Springs.

On July 10, 2005, 20-year-old Ryan Lumagui was shot and killed by the occupant(s) of another car as he was driving on Interstate 80 in Fairfield.

Ralph Moore, age 73, was retired and lived with his wife at the 1200 Block of Broadway Street in Fairfield. On February 20, 2002, it appeared he had been severely bludgeoned about the head and face and left lying on the floor. Mr. Moore’s wallet was open and void of cash next to his body. He died at the hospital on Feburary 28, 2002.

On October 14, 2003, an unknown assailant shot 10-year-old Joseph Morales to death as he opened the front door of his apartment in Capitola.

On May 3, 2010, Samuel Nava, while a passenger in a friend’s car, became the victim of a random shooting in Hayward, CA. He would have graduated from Hayward High School one month later.

Donald Clarence Norwood was a quality-control supervisor at the Silgan Containers Corporation, where he had worked for over 26 years. On August 26, 1995, he was found dead in his home on Sierra Street, in Riverbank. He suffered multiple stab wounds to the body. There was no evidence of forced entry and nothing had been taken from his home.

November 16, 2007, a hit-and-run driver struck 13-year old Carissa Nwene as she walked to school in Desert Hot Springs, CA. She landed in a nearby field and died from her injuries.

On June 11, 2005, 24-year-old James O’Dowd III was stabbed to death while walking on a street in Richmond.

On September 18, 1997, 17-year-old Kris Olinger was stabbed more than 30 times while at a beach in Pacific Grove. He was then thrown over an embankment, still alive, and left for dead. His personal property and the car he drove to the beach were stolen. Kris’ mutilated, lifeless body was found the next day. Norteno gang members from the Vario Horseshoe neighborhood in San Jose are suspected by law enforcement to be involved in this crime.

The Office of the Mayor of San Francisco has authorized a $50,000 reward for information leading to the identification, arrest, and conviction of the suspects(s) responsible for the death of Pierre Oliver.

On October 11, 2001, 51-year-old Allan Olvera was bludgeoned to death. Police found his body seated in a recliner chair in the living room of his home. Several items were missing from his home, suggesting that the motive for the crime involved burglary. Mr. Olvera was an honored member of the California Miwok tribe and an activist and leader in the Native American Community.

On August 7, 2006, 47-year-old Belen Pacheco’s dead body was found near Highway 50 in Sacramento. She was last seen leaving her place of employment on June 27, 2006.

VERONICA PEROTTI – $50,000 REWARD

ChicoER.com – Friday, July 3, 2009 – By Greg Welter, Staff Writer, Chico – Shortly after Veronica Perotti was found slain inside her West Second Avenue apartment in l984, investigators asked the state to post a $50,000 reward for information leading to the arrest and conviction of her killer. Perotti, 19 when she was killed, was found by an Italian Cottage restaurant co-worker who went to check on her when she failed to report to work. The official cause of death was “physical trauma” inflicted by repeated blows from a blunt instrument. Investigators from the Butte County Sheriff’s Office said Perotti also suffered wounds from a knife or sharp object and may have struggled with her assailant. The attack likely occurred just before midnight, shortly after Perotti reportedly had called a friend to say she was going to bed to read a book. It was figured the assailant entered through an unlocked back window. Her body was found partially disrobed on the floor of her apartment. Perotti was a part-time hostess at Italian Cottage, and a nursing student at Chico State University. She reportedly lived at Craig Hall upon arrival in Chico from the Novato area, then moved into an apartment at 803 W. Second Avenue, in June l984, just weeks before she was killed. Shortly after Perotti was found dead, a 29-year-old Chico woman was slashed with a knife inside her East Avenue residence. Police didn’t immediately rule out a connection, and warned that citizens should be concerned that Perotti’s killer may have attempted to strike again. A later theory from investigators with the District Attorney’s Office held that Perotti’s killer may not have intended to harm her, but flew into a rage when she refused to return his affections. Butte County Sheriff Perry Reniff, who was a lead investigator in the case as a sergeant in the detective bureau, said evidence pointed to the fact Perotti knew her attacker.

An FBI profile developed in the case stated the woman’s killer was probably white, between 20-26, from a similar socioeconomic background as the victim. In May 1985, the Enterprise-Record published a letter from Perotti’s mother, Jan Miller, who said she felt very strongly that one or more people, in addition to the killer, have specific knowledge about the crime and can provide the police with information.

Miller said she has precious memories of her daughter, but will forever be saddened that she missed out on her adulthood. “No one will ever know what kind of impact she might have had on this world.”

What began as a missing person case in December 2005, became a homicide investigation when Kayla’s body was found in San Joaquin (Delta-Mendota Canal). Detectives believe her mother, Angel Sheets, and Sheets’ friend, Dennis Murphy, were the only two people to have seen and/or communicated with Kayla on the day she disappeared.

Five days after his 18th birthday, Colin Reid, Jr. was shot in the head outside the apartment complex where he lived on Lampasas Avenue, North Sacramento.

Seventeen-year-old Joshua Rexford was shot and killed at a Rancho Cucamonga apartment complex on November 27, 1994, by three assailants, two of whom remain unidentified.

On January 24, 1986, 41-year-old Harve Ringheim and his 29-year-old wife Keiko Ringheim were found murdered inside their Dublin home. Keiko had been bound by duct tape, strangled and put face-down in a bucket of water and Harve had been stabbed repeatedly.

On October 26, 2006, several firefighters were killed while fighting a 10,000 to 12,000 acre fire in Riverside County. State and local officials have determined the cause of the fire is arson.

On December 13, 2001, 22-year-old Alex Rives was shot in the face and killed while walking through a residential neighborhood in the City of Vallejo. Witnesses reported seeing a small, black Honda-type vehicle with dark windows fleeing the scene. Included among the survivors of Mr. Rives are his mother and stepfather, a police officer for 14 years, and his grandfather, the Mayor of San Pablo, California.

RENEE RONTAL AND NANCY RUBIA – $50,000 REWARD

Alfredo Reyes-Reyes is wanted for the murders of Renee Rontal and Nancy Rubia (both 13 years old). Their bodies were found in an irrigation ditch west of Stockton on January 25, 1982. Renee’s throat had been cut and Nancy had been drowned as a result of having her face forced into the muddy water of the ditch. Both girls had been sexually assaulted. Renee and Nancy were last seen alive with two men: Antonio Espinoza and Alfredo Reyes-Reyes. Antonio Espinoza was subsequently arrested and convicted in connection with these murders. Alfredo Reyes-Reyes remains at large. A reward is offered to encourage any individual with information about these murders, Alfredo Reyes-Reyes and/or his whereabouts, to contact law enforcement.

On July 29, 1999, Samuel Salinas and Jason Bowen were found brutally murdered in the City of Hayward. Both teenagers were killed by point blank gunfire and left at the side of the road in a remote area of Hayward Hills. There is evidence to believe this crime was not a random act of robbery or sudden rage. The boys had no ties to the Hayward community and both resided and attended school in Tracy (approximately 50 miles east of Hayward). It is believed they traveled to Hayward in a white Toyota Celica, which was found abandoned a few miles from where the bodies were discovered.

In the early morning hours of December 24, 2000, the family of Sophia Ulloa was awakened by loud cries for help. When they stepped outside to investigate, they found Ms. Ulloa, next to her car, bleeding from multiple stab wounds that ultimately resulted in her death. Ms. Ulloa was a single mother who left behind a 4-year-old daughter on Christmas Eve. Her last day was spent working overtime to make money for Christmas presents and looking for that special gift for her daughter.
