Please DO NOT grant a parole date to convicted murderer, Paul Velarde CDC# F-54521.
On January 16, 2005, Raul J. Payan (Ralphee), age 29, was brutally beaten to death during an evening out with his girlfriend. While dancing and socializing with family, they were approach by three (3) men; her ex-husband, Arthur Rios, Jr. (who had a documented history of spousal abuse), Buddy Velarde and Paul Velarde. They began making menacing, rude and threatening remarks to Raul and his girlfriend. Observing the verbal commotion was a bouncer, who quickly dispersed the group, sending the aggressors out one door and Raul’s party the opposite exit. As they walked around the corner toward their cars, they were attacked by Arthur Rios, Buddy Velarde, Paul Velarde and girlfriends..punching Raul’s girlfriend in the face, knocking her to the ground. Raul came to her aid, helped her up and then instructed her to run to the car and call 911.
Raul was brutally beaten (with a bat to the head and shoulders to take him down) and then was continuously beaten, kicked and stomped beyond unconsciousness until they killed him. All three were found guilty of 2nd Degree Murder – 15 Years to Life.
Paul Velarde made a personal choice to accompany Arthur Rios and Buddy Velarde to the bar the night of January 16, 2005. After receiving a call from a tipster that Rios’ ex-wife and Raul were at the bar, all three men (and girlfriends) arrived looking for trouble. Because of Paul Velarde’s complete disregard for human life and his unconscionable act of brutality, justice demands this convicted murderer be denied parole. Raul (Ralphee) Payan does not get a second chance to live; he is gone forever. Therefore, Paul Velarde does not deserve a second chance or the privilege of freedom.
Please help Raul Payan’s family and friends from being victimized again by keeping his murderer behind bars where he belongs. Deny parole to convicted murderer, Paul Velarde for the maximum time allowed by State of California law.
